(Xinhua) U.S. President George W. Bush on Tuesday criticized Congress for not acting on his proposals to deal with the rising cost of fuel and other necessities in a speech on U.S. economy.

"I ask Congress to do its part by sending me sensible and effective bills that I can sign instead of just issuing or sending bills that simply look like political statements," Bush told a press conference in the Rose Garden of the White House.

Nevertheless, he said he and the Congress "will work to find areas of agreement so that we can deal with the economic pressures that our American taxpayers and American families are feeling."

The president didn't rule out a summer moratorium on the federal gas tax.

Bush, speaking during the 44th news conference of his presidency, also noted that it has been more than three decades since the United States built a new refinery.
